Oklahoma Wind Catcher project
On behalf of the Oklahoma Corporation Commission Public Utility Division Staff, provided responsive testimony concerning Public Service Company of Oklahoma’s Application for approval of cost recovery for the Wind Catcher Energy Connection Project. The facility, which, if constructed, would be the largest wind farm in the United States, was paired with a 360 mile high voltage “gen-tie” line which would span the majority of the state and deliver power directly from the Oklahoma panhandle into the Tulsa area. Bates White reviewed PSO calculations of the benefits of the project and all key project documents to assess both the risks and benefits of the project. In responsive testimony we compared these risks and benefits to what might be available from the competitive market and made recommendations to help insulate Oklahoma ratepayers from project risks. We appeared to defend the testimony at hearing and presented our thoughts regarding potential settlement offers. (Oklahoma Corporation Commission Cause No. PUD 201700267)
