Bates White Monitors Distributed Generation Procurement in IllinoisÂ
Public notice of procurement results
Bates White served the Illinois Commerce Commission (ICC) by monitoring a competitive bidding process to provide renewable energy credits (RECs) from distributed generation resources to three utilities: Ameren Illinois, Commonwealth Edison, and MidAmerican Energy Company. This sealed-bid procurement solicited RECs from resources that were less than 2 MW in size and connected at the distribution grid; resources of all renewable energy technologies were eligible to participate, including:
- wind
- solar thermal energy
- photovoltaics (solar PV)
- biodiesel
- crops and organic waste biomass
- tree waste
- hydropower
Bates White monitored the entire bidding process, from bidder qualification to the signing of final contracts, and presented a report to the ICC analyzing the competitiveness of the process, prices received, and compliance with published bidding rules and Illinois law. Ultimately, they recommended acceptance of the results. The ICC accepted the results of the auction on May 3. For more information, see the link above to the press release.
