In May 2008, the FCC updated its manual "The Public and Broadcasting," an overview of the FCC and broadcast regulation that the Commission first published more than 30 years ago.
All broadcast stations are required to maintain a copy of the current edition of the manual in their local public file, and to provide a copy of the manual to any member of the public who requests one.
The manual describes how broadcast stations are authorized, explains some of the rules and policies relating to broadcast programming and operations, and how members of the public can become involved in assessing whether local broadcast stations are complying with these requirements.
"The Public and Broadcasting" is viewable and downloadable in either html or pdf format at:

The update replaces all prior editions.
