Foster Garvey is pleased to announce the arrival of Tommy Sandstrom as an Associate in its Municipal, Health & Housing practice in Seattle. His addition further deepens the group’s nationally recognized bond counsel team and marks the third attorney hire for the Municipal, Health & Housing practice in the last five months.
Tommy has experience on a broad range of public finance transactions. He has served as bond counsel, disclosure counsel and underwriter's counsel on numerous public and privately placed tax-exempt and taxable debt financings for multifamily affordable housing developments, water and electric utilities, solid waste disposal facilities, charter schools, and higher education institutions.

Prior to joining the firm, Tommy was an associate at the global law firm Orrick, where he was a member of its Public Finance group in Seattle.
Tommy obtained his J.D. from Georgetown University Law Center and was the Managing Editor of its tax law journal, The Tax Lawyer, published in conjunction with the American Bar Association. During law school, he completed an internship with the U.S. Securities and Exchange Commission (SEC), which included roles with the Division of Corporation Finance, the Division of Enforcement and the Office of former SEC Commissioner Robert Jackson. Tommy holds a bachelor’s degree in Economics and International Studies from Emory University.
