Overview
Paul advises foreign and domestic clients on U.S. laws and policies regulating international trade and foreign investment in the U.S., as well as the application of U.S. antitrust law to foreign companies.
In addition to his many years of law firm experience, Paul served as Associate General Counsel of a Senate Committee, where he worked on international trade issues and a variety of other regulatory matters.

- Export Licensing and Foreign Direct Investment
- Advises companies seeking to export U.S. goods, software, and technology that may be controlled by U.S. regulations, such as the Treasury Department’s OFAC restrictions on trade with Iran and Russia, the Commerce Department export restrictions on dual use items (Export Administration Regulations), and State Department regulation of the export of defense items (International Traffic in Arms Regulations). Consults on the applicability of the law overseeing foreign investment in U.S. businesses, and on filing notice of foreign investments with the Treasury Department’s Committee on Foreign Investment in the U.S. (CFIUS).
- International Trade Policy
- Advises domestic and foreign clients on U.S. trade policies in agriculture, energy, and other sectors, and on the nature of foreign environmental laws affecting the relative competitiveness of U.S. goods.
U.S. Fisheries Laws - Advises foreign governments and fisheries associations on U.S. fishing laws and related environmental laws, as well as how the Law of the Sea agreement (UNCLOS), international fisheries agreements, and foreign laws regulate fishing and related activities on the high seas.
- Antitrust Law
- Represents clients in civil and criminal antitrust cases, including the application of U.S. antitrust laws to foreign companies in transportation and related industries.
