Expanded California Lobbying and Pay-to-Play Laws Effective January 1, 2023

Recently, California expanded its definition of “administrative action” such that it may require lobbyist registration for attempting to influence certain decisions related to purchases, exchanges, mergers, or other acquisitions of control of insurers or health care service plans. The new definition goes into effect on January 1, 2023. Also, effective January 1, 2023, is a substantial expansion of the state’s pay-to-play law. The state is making the contribution limit applicable to contributions to elected local officials, even when they are serving in capacities where everyone is an elected official – such as on city councils, county boards of supervisors, and school boards.
