FCC Seeks Comment on Rules to Enable Wireless Communications for Unmanned Aircraft Systems: In this Notice of Proposed Rulemaking (NPRM), the Federal Communications Commission (FCC or Commission) requests comment on proposed rules to enable wireless communications for unmanned aircraft system (UAS) use of the 5030-5091 MHz band (C-band), alongside other UAS-related spectrum issues. The Commission proposes to accommodate both networked (beyond line-of-sight) and non-networked (line-of-sight) UAS command and control communications in the C-band; utilize a dynamic frequency management system for the non-networked spectrum; and enable non-networked operations to be licensed by rule. Comments are due March 9, and Reply Comments are due April 10. Read more here.

FCC Seeks Comment on Rules to More Precisely Route Wireless 911 Calls: The Commission seeks comment in this NPRM on proposed rules to require wireless carriers and covered text providers to implement location-based routing for 911 calls and texts nationwide. The NPRM also proposes to require Commercial Mobile Radio Service (CMRS) and other covered text providers to deliver 911 calls, texts, and associated routing information in Internet Protocol (IP) format. Comments were due February 16, and Reply Comments are due March 20.

FCC Seeks Comment on Strengthening Data Breach Rule: In this NPRM, the Commission requests comment on its proposal to expand the Commission’s definition of “breach” to include inadvertent disclosures of customer information and to adopt a harm-based trigger for breach notifications. The Commission also proposes to eliminate the mandatory waiting period before notifying customers and instead of requiring carriers to alert customers of customer propriety network information (CPNI) breaches without unreasonable delay after the discovery of a breach. Comments were due February 22, and Reply Comments are due March 24. Read more here.

FCC Seeks Comment on Broadband Labeling FNPRM: The FCC is seeking comment on the Broadband Labeling R&O and FNPRM, which is intended to implement the Infrastructure Investment and Jobs Act’s broadband labeling directive. Comments were due February 16, and Reply Comments are due March 16, pursuant to an extension.

IWG-3 Space Services Meetings: The FCC’s twentieth and twenty-first meetings of the World Radiocommunication Conference Advisory Committee Informal Working Group (IWG) 3 on Space Services will be held on March 7 and March 21, respectively. More information can be found here and here.

IWG-4 Regulatory Issues Meetings: The FCC’s eighteenth and nineteenth meetings of the IWG-4 on Regulatory Issues will be held on March 7 and March 21, respectively. More details are available here and here.

IWG-1 Maritime, Aeronautical and Radar Services Meetings: The FCC’s sixteenth and seventeenth meetings of the IWG-1 on Maritime, Aeronautical and Radar Services will be held on March 14 and March 22, respectively. More information can be found here and here.

IWG-2 Terrestrial Services Meetings: The FCC’s sixteenth and seventeenth meetings of the IWG-2 on Terrestrial Services will be held on March 14 and March 22, respectively. More information can be found here and here.

NIST Seeks Comment on Cybersecurity Framework 2.0 Concept Paper: The National Institute of Standards and Technology (NIST) seeks comment on its Concept Paper for the NIST Cybersecurity Framework (CSF) 2.0. NIST’s proposed approach to CSF 2.0 includes maintaining the current level of detail from CSF 1.1, offering more implementation guidance, adding a “Govern” function, expanding treatment of Cybersecurity Supply Chain Risk Management (C-SCRM), and using SP 800-55 rather than CSF 2.0 to provide measurement guidance. Comments are due on March 3.

NTIA Seeks Comment on Privacy, Equity, and Civil Rights RFC: The National Telecommunications and Information Administration (NTIA) requests comment on its Privacy, Equity, and Civil Rights Request for Comment (RFC). This RFC seeks to: (1) “gather feedback on how the processing of personal information by private entities creates, exacerbates, or alleviates disproportionate harms for marginalized and historically excluded communities”; (2) “explore possible gaps in applicable privacy and civil rights laws”; and (3) “identify ways to prevent and deter harmful behavior, address harmful impacts, and remedy any gaps in existing law.” Comments are due March 6.
