Frank is a versatile litigator who focuses on disputes involving financial services, technology, and telecommunications companies. As a member of the Washington, D.C., California, and New York bars, his practice sits at the intersection of Capitol Hill, Silicon Valley, and Wall Street. He has successfully tried cases, won appeals, and secured favorable dismissals and settlements in bet-the-company matters and complex, high-stakes litigation. He has appeared in federal and state courts across the country, including the Supreme Court of the United States.
Frank has significant experience handling cases involving commercial litigation, securities litigation, mergers and acquisitions, initial public offerings, contests for corporate control, corporate governance issues, shareholder derivative actions, government contracts disputes, and antitrust litigation.
Frank also teaches legal writing and oral advocacy at The George Washington University Law School.

Representative Matters
- Representing companies in cutting-edge litigation concerning cryptocurrency and blockchain technologies.
- Representing public companies, officers, and directors in investigations and enforcement actions by the U.S. Securities and Exchange Commission (SEC) for insider trading, securities fraud, and defense procurement fraud.
- Representing telecommunications companies in litigation and regulatory proceedings, including before the Federal Communications Commission (FCC), involving rate-setting disputes, the deployment of broadband infrastructure, wireless facility siting, joint use, and pole attachment issues.
- Representing a telecommunications company in novel litigation arising out of the use of robocalling and AI deepfake technology in political elections.
- Representing startups, venture capital firms, private equity firms, and hedge funds in litigation relating to breach of contract and breach of fiduciary duties.
- Representing issuers, underwriters, and accountants in private securities class action litigation under Rule 10b-5 and provisions of the Securities Act of 1933, Exchange Act of 1934, and other U.S. securities laws and regulations.
- Representing public and private companies in shareholder derivative actions, takeover litigation, corporate governance disputes, and activist investor campaigns.
- Representing senior executives in investigations by the SEC, U.S. Department of Justice (DOJ), Financial Industry Regulatory Authority (FINRA), and other regulators concerning mortgage-backed securities, collateralized debt obligations, swaps, LIBOR, forex trading, and other financial products and benchmarks.
- Representing clients in False Claims Act (FCA) litigation on both the relator and the defense side.
- Counseling clients on ways to avoid, minimize, or manage litigation risk.
- Drafting amicus briefs in precedent-setting securities cases before the Supreme Court of the United States and other appellate courts.
