Paul has more than 30 years of experience consulting with clients on all aspects of “injury” analysis in front of the U.S. International Trade Commission (ITC) and other U.S. government agencies including the Department of Commerce and the U.S. Trade Representative (USTR). Having assisted hundreds of companies prepare responses to injury questionnaires and analyzed thousands of responses, he is one of the most experienced injury analysts inside of or outside of government.

Representative Matters

  • Assisted domestic and foreign clients in more than 100 injury proceedings before the ITC in cases ranging from agricultural products (crawfish, salmon, wheat gluten), alternative energy products (solar cells and panels, wind towers), chemical products and materials (activated carbon, antimony, aramid fiber, cement, furfuryl alcohol, polyester staple fiber, polyvinyl alcohol, pthalic anhydride), and consumer products (cigarette lighters, notebooks) to high-technology products (dynamic random access memory chips or DRAMs, static random access memory chips or SRAMs, vector supercomputers).
  • Specific experience in steel industry analysis and industrial product industry structure and competition, with multiple consultations with clients in the hot-rolled sheet, cold-rolled sheet, galvanized sheet, concrete reinforcing bar, wire rod, plate, beams, nails, fasteners, standard pipe, seamless pipe, line pipe, oil country tubular goods, and pipe fittings industries.
  • Assisted clients on quota negotiations with the U.S. government and quota management issues.
  • Co-Author of a study on the Chinese steel industry and research analyst for multiple studies on China's steel industry, China's currency and capital control regime, and raw material issues.
