Stephen advises clients on a wide array of legal and regulatory issues involving consumer protection, cybersecurity and data protection, and Federal Communications Commission (FCC) and Federal Trade Commission (FTC) enforcement. He counsels on a wide range of issues including media and telecommunications transactions involving reportable foreign ownership, consumer financial laws and regulations, and data protection laws and regulations.
Experience
Representative Matters
- Represents clients before the FCC, FTC, and state attorneys general in enforcement actions and investigations, and counsels clients on compliance with agency policy and rules. Experience with various government investigative stages, including complaint, Civil Investigative Demand, and Letter of Inquiry response.
- Advises financial technology, payment processor, and other clients on a wide range of consumer protection and technology issues. He regularly counsels on compliance with regulatory obligations related to the Fair Credit Reporting Act (FCRA), Federal Trade Commission Act (FTC Act), Gramm-Leach-Bliley Act (GLBA), Telemarketing Sales Rule (TSR), Telephone Consumer Protection Act (TCPA), federal money transmission laws and regulations, and analogous state laws and regulations.
- Advises media and telecommunications clients on obtaining FCC approval to have reportable foreign ownership in connection with Chapter 11 restructuring and financing transactions.
- Represented Searchlight Capital Partners in its acquisition of a 26.2% stake in Univision Communications.
