Wiley Rein Announces Six New Partners and Five New Of Counsel

Washington, DC-Wiley Rein is pleased to announce the election of six new Partners to the Firm and the promotion of five associates to Of Counsel, effective January 1, 2008.  Joining the partnership are Kevin P. Anderson, Caleb P. Burns, Kimberly M. Melvin, D. Mark Renaud, Kara M. Sacilotto and Amy E. Worlton. Promoted to Of Counsel are John W. Kuzin, Christopher M. Mills, Jessica N. Rosenthal, Robert J. Scheffel and Gary P. Seligman.

The Firm's Newest Partners:

Kevin P. Anderson, formerly an associate in the Intellectual Property group, has been involved in a number of Wiley Rein's high-profile patent litigations, including the BlackBerry patent dispute.  Mr. Anderson, who has a B.S. in Computer Science/Engineering, spent ten years designing and developing complex computer systems prior to becoming an attorney.  After graduating from Duke University School of Law School in 2000, Mr. Anderson clerked for Judge William Bryson of the U.S. Court of Appeals for the Federal Circuit.

Caleb P. Burns, formerly an associate in the Firm's Election Law & Government Ethics Practice, advises federal officeholders, political candidates and committees, ideological organizations, trade associations and Fortune 50 corporations on all aspects of campaign finance, government ethics and lobbying law compliance.  A graduate of New York University School of Law, he joined Wiley Rein following his experience as a summer associate in 1999.  Mr. Burns is vice-chair of the Section on Administrative Law & Regulatory Practice of the American Bar Association's Committee on Legislative Process & Lobbying.

Kimberly M. Melvin, formerly an associate in the Insurance Practice, possesses particular expertise in bankruptcy and insolvency issues arising in the insurance context.  She represents insurers in connection with coverage issues related to professional liability lines of coverage, including directors and officers, financial institution, mutual fund and investment advisor liability policies.  Ms. Melvin graduated magna cum laude from George Mason University School of Law, where she was Notes Editor for the George Mason Law Review.

D. Mark Renaud, a member of the Firm's highly-esteemed Election Law & Government Ethics Practice, counsels major corporations, trade associations, nonprofits and political organizations with respect to state and federal campaign finance, lobbying and ethics law.  A former summer associate, Mr. Renaud joined the Firm in 2000 after earning his J.D. from The University of Virginia School of Law.  Mr. Renaud also serves as editor of Wiley Rein's Election Law News newsletter and writes frequently on election law topics. 

Kara M. Sacilotto joined Wiley Rein as Of Counsel in 2005.  She has a broad range of experience, focusing on government contracts and commercial litigation matters.  Ms. Sacilotto has extensive experience handling bid protests, pursuing claims on behalf of contractors, litigating subcontract disputes and disputes with competitors, counseling clients and conducting internal investigations.  A graduate of the University of Virginia School of Law, she is an active member of the American Bar Association's Section of Public Contract Law and served as an Adjunct Professor at George Mason School of Law in Fall 2007.

Amy E. Worlton, formerly an associate in the Firm's , and International Trade groups, advises a broad range of U.S. and foreign companies and institutions on privacy, security, economic sanctions, telecommunications, Internet and e-commerce issues.  She frequently represents clients before the Federal Communications Commission, the Federal Trade Commission and the U.S. Departments of Treasury and Commerce.  Ms. Worlton received her J.D. from New York University School of Law and her M.P.A. from the Woodrow Wilson School of Public and International Affairs at Princeton University.  Before joining Wiley Rein she was a judicial extern to the Honorable Dee V. Benson of the U.S. District Court for the District of Utah.

The Firm's Newest Of Counsel:

John W. Kuzin, a member of the Firm's, and Business & Finance practices, has experience in a broad range of Federal Communications Commission wireless and wireline matters, including rulemakings, enforcement proceedings and equipment authorization issues.  He litigates commercial disputes involving state-of-the-art technology and negotiates complex, technical commercial agreements.  Prior to attending New York University School of Law and joining Wiley Rein in 1999, Mr. Kuzin spent six years as a Senior Systems Engineer and Project Manager for Bell Communications Research where he drafted telecommunications system requirements and analyzed system compliance.

Christopher M. Mills, a resident in the Firm's Northern Virginia office, advises and counsels clients in a range of matters, including , construction, corporate, government contracts, intellectual property, licensing and litigation.  He is a former federal employee with several years experience in design and construction project management, including experience as a contracting officer's representative.  Mr. Mills graduated with honors from the George Washington University School of Law, where he was a member of The George Washington Law Review.

Jessica N. Rosenthal handles transactional work, with a focus on broadcast transactions.  As an associate in the Firm's Business & Finance and Communications practices, she has assisted in hundreds of acquisitions and sales of radio and television stations for clients ranging from small broadcasters to large broadcast groups.  Ms. Rosenthal joined Wiley Rein in 1999 and was a summer associate at the Firm while attending George Washington University Law School.

Robert J. Scheffel, a member of the Firm's Intellectual Property group, has experience in patent, trademark and copyright litigation, prosecution and counseling, with an emphasis in chemical and pharmaceutical technologies.  He was actively involved in Wiley Rein's victory on behalf of client Mylan Laboratories Inc. in a patent dispute with Johnson & Johnson over its Oxybutynin products.  After receiving his J.D. from the Franklin Pierce Law Center, Mr. Scheffel served as a Law Clerk for the Honorable Arthur J. Gajarsa of the U.S. Court of Appeals for the Federal Circuit.

Gary P. Seligman counsels and represents insurers in complex disputes arising under directors and officers and other professional liability coverages at the trial and appellate court levels.  Shortly after joining the Firm in 1999, Mr. Seligman took a year hiatus to serve as a Law Clerk for Judge Ellsworth A. Van Graafeiland of the U.S. Court of Appeals for the Second Circuit.  Mr. Seligman graduated magna cum laude from Washington and Lee University School of Law and was a Wiley Rein summer associate in 1998.
