WRF Summary of the Homeland Security Act
Washington, DC—The Department of Homeland Security (DHS) will be a monumental and expensive undertaking, perhaps $38 billion annually. DHS is likely to have budget priority over other non-defense programs and the favor of this Administration because the President asked for its creation as a major initiative, and he enjoys widespread popularity because of his perceived leadership against terrorism. This legislation will stimulate more perfecting legislation this coming year, substantial regulatory activity in its implementation, and above all, enormous business opportunities for contractors and consultants. The Act requires many government procurement reforms affecting not just the Department of Homeland Security, but any executive agency undertaking activities related to security against terrorist attack."
