Acting Inspector General Diana Shaw Joins Wiley’s White Collar Practice from State Department

April 8, 2024

Washington, DC – Wiley, a DC law firm, announced that Diana R. Shaw has joined the firm as a partner in the White Collar Defense & Government Investigations Practice following a distinguished career in government. Shaw most recently served as Acting Inspector General for the U.S. Department of State.

Shaw’s experience spans the full scope of congressional and Executive branch investigations. In her role at the State Department, Shaw led a global workforce whose mission is to identify fraud, abuse, and misconduct within the agency and provide accountability and transparency through independent oversight of government programs. Her accomplishments within the Office of Inspector General included investigating allegations of bid-rigging, bribery, kickbacks, fraud, and False Claims Act violations involving large U.S. and multinational corporations, and spearheading an unprecedented government-wide framework to oversee $113 billion in U.S. aid to Ukraine.

“Diana’s unique expertise advising on investigations in a variety of agencies is a perfect match for our firm,” said Wiley Managing Partner Peter D. Shields. “Her knowledge of agency oversight and experience in all aspects of individual and corporate investigations in various industries will be valuable to our firm clients.”

Shaw also previously held several leadership positions within the U.S. Department of Homeland Security Office of Inspector General (OIG), including as Assistant Inspector General for Special Reviews and Evaluations, Assistant Inspector General for Legal Affairs, Acting Counsel to the Inspector General, and Director of the Special Reviews Group.

“Diana is well respected on the Hill and has testified before congressional committees numerous times,” said White Collar Practice chair Ralph J. Caccia. “As part of our practice, she will be advising our clients on internal investigations and counseling Fortune 100 companies, investment banks, and global financial institutions on strengthening their compliance programs as well as assessing risks. She also has a vast amount of knowledge concerning cybersecurity and privacy laws, regulations, and policies.”

“We expect clients across all industries, and especially those companies with government contracts, will greatly benefit from Diana’s years of experience overseeing OIG efforts in government enforcement and investigations,” said Paul F. Khoury, co-chair of Wiley’s Government Contracts Practice. “In addition, her insights into the Departments of State and Homeland Security can be valuable to many of our government contracts clients.”

Prior to her career in government service, Shaw spent nearly a decade practicing law in the White Collar Defense and Corporate Investigations group at an Am Law 100 law firm.

“Wiley has an outstanding reputation, within Washington and globally, for navigating clients through complex issues,” said Shaw. “I look forward to returning to private practice to help firm clients tackle some of their most challenging problems. My experience across multiple Administrations has broadened my skillset and knowledge base, enabling me to advise clients on high-risk, high-profile investigations and other matters.”

Shaw earned her J.D. from the University of Southern California and her B.A. from Pepperdine University. She also has a second B.A., Senior Status/Master of Arts in English Literature, from Oxford University.
