Press Release

Jon Burd Elected President-Elect of Court of Federal Claims Bar Association

December 3, 2020

Washington, DC – Wiley is pleased to announce that Jon W. Burd, partner in the firm’s Government Contracts Practice, has been elected to serve as President-Elect of the U.S. Court of Federal Claims (COFC) Bar Association in 2021. Following his one-year term in this role, Mr. Burd will serve as President of the Bar Association in 2022. He has previously served on the Board of Governors of the COFC Bar Association for eight years.

Founded in 1987, the COFC Bar Association provides opportunities – including conferences and programs – for private and government practitioners across the Court’s jurisdictional areas to receive legal education and knowledge about the Court, and to network with both the bar and bench in a collegial environment.

A former COFC law clerk to the Honorable Lawrence J. Block, Mr. Burd has a diverse practice that spans a full range of litigation, client counseling, and transactional work on behalf of government contractors – including defense, aerospace, and intelligence industry leaders. He has developed a top-notch reputation for his unique litigation experience in bid protests involving complex weapons systems, satellite technologies, and intelligence programs, and he regularly litigates protests before the COFC, the U.S. Government Accountability Office, and federal agencies.

He also conducts internal investigations involving allegations of contractor fraud or abuse, and represents clients in response to U.S. Department of Justice and Inspector General subpoenas, suspension and debarment proceedings, and employee whistleblower claims. Mr. Burd helps clients develop and maintain internal compliance and training programs, and advises buyers and sellers in mergers, acquisitions, and other due diligence activities unique to government contractors.

Regularly ranked by leading international directories Chambers USA and Legal 500 US, Mr. Burd was also recognized as a “Rising Star” for Government Contracts by Law360 in 2016 and was named to Law360’s Aerospace & Defense Editorial Advisory Board in 2020.
