Ryan counsels and represents government contractors and subcontractors on a broad range of legal issues, including contract claims and disputes, bid protests, government and internal investigations, ethics compliance, suspension and debarment, and terminations.
Ryan has extensive experience counseling contractors holding U.S. Department of Defense contracts, including prime vendor, supply chain and logistics, life-support and security, and IT contracts, including those performed in hostile environments. Ryan also helps clients resolve matters before they become contentious and costly disputes, including counseling clients seeking revisions to solicitations and resolution of cost, pricing, or billing disputes.

Representative Matters
- Prosecutes and defends claims before the U.S. Armed Services Board of Contract Appeals (ASBCA), Civilian Board of Contract Appeals (CBCA), and federal court. Recent representative matters include Supreme Foodservice GmbH, ASBCA No. 57884, et al. (resulting in a nine-figure judgment in favor of contractor and denial of $8 billion government claim); and a favorable settlement months after filing a complaint under the ASBCA accelerated claims procedures.
- Prosecutes and defends bid protests before the U.S. Government Accountability Office (GAO) and federal court. Recent representative matters include Quantico Tactical Inc. v. United States, 150 Fed. Cl. 566 (2020) (successfully defend award of $30 billion multiple-award DOD contract), aff’d, 835 F. App’x 598 (Fed. Cir. 2021); Guidehouse LLP, B-419848.3, 2022 CDP ¶ 197 (successfully challenge agency organizational conflict of interest determination); Tyonek Eng’g & Agile Mfg., LLC, B-419775, 2021 CPD ¶ 263 (successfully defend sole-source award following a GAO hearing); and other pre- and post-award protests resulting in the awarding agency taking voluntary corrective action.
- Represents government contractors in government investigations concerning contract claims, alleged fraud, and the False Claims Act. Representative matters include Department of Justice declinations to intervene in qui tam actions, resulting in dismissals of the actions.
- Assists clients in achieving successful outcomes prelitigation matters. Representative matters include advising on negotiations for undefinitized contract actions and termination settlement proposals, obtaining revisions to solicitation price evaluation methodology, achieving successful resolution of pricing disputes, and counseling on contract and regulatory compliance issues.
- Represents contractors navigating suspension and debarment proceedings.
