The list is measured by the number of locally licensed attorneys, and also includes the total number of licensed attorneys and number of offices. Local is defined as St. Louis, St. Charles, Lincoln, Warren, Franklin, Washington and Jefferson counties and the city of St. Louis in Missouri; and St. Clair, Madison, Jersey, Clinton, Calhoun, Macoupin, Bond and Monroe counties in Illinois. Amundsen Davis came in tied at #41.
